The question wasn't something she really expected. Honestly, she doubted that conversation would dwindle through given the way they were situated now. But she supposed she should have expected it to come up again eventually. Concern shined through the senator's usually poised eyes.
Lucy took time with an answer. She didn't give anything straight away. Both hands pressed to the bed at either side, so she could hold herself just a fraction closer without making any contact. So she could hide her between the fallen locks of her own hair.
"Would you prefer it if it'd been you?" She asked instead, tilting her head to the side a fraction as if detailing the expression given back to her, "That if I'd seen you, I'd have gravitated to you instead? Put you in an impossible position because of all the positions I'd like to put you in?"

Though the sun had already set, a new kind of darkness surrounded the senator as she felt her hair tickle around her face, blocking out any of the remaining dim light left within the room. Her palms pressed lightly to the legs that straddled her. If she could offer a warning, this was as close as it had gotten, but Penny couldn't stop the way feeling her - even through the fabric of a pair of pants - had her pulse racing.
She carried a strong point, one that the senator knew would eventually be brought into play when she spoke so harshly of her counterpart's public behaviors. Penny felt the way tension trickled up her clenched jaw as she forced herself to take a breath. Slow. Painful, almost.
"I would have preferred it to be possible." Penny admitted instead, chin tilted up like she could somehow escape this. "I cannot even look at properly outside of this room."
Hands on her form - despite their covered nature - dragged a slow breath from the thief's lungs. Lucy raised a hand long enough to rake it back through her hair, drawing it to one side instead. The slightest light on a dark night allowed a better shade to her face. Her own, too, and perhaps that was a bad thing.
There was a slight twitch of her eyebrows; she expected some kind of understanding for the fact that some barriers would forever exist between the thief and her senator paramour. It couldn't be as simple as the streets of the Palladium Square, where everyone knew who she was for a type of infamy.
"Would you really like the chance to?" She asked her, her eyes a little wide at the prospect. Not that she outwardly knew how she could ever make such a thing possible, but then, this girl was notorious for her love for danger.

With hints of light shining across her features, the senator wasn't sure if she was thankful for it or not. It gave her the chance to see the thief's features, but also gave away her own. At the very least, the tears had stopped hours ago. Penny would quite rather have died than been caught crying, let alone over a fit of jealousy involving her.
Lucy sounded genuinely curious with her question, like she actually found strength enough to care about the senator for a moment. At least, care beyond the realm of their physical relationship.
"It does not matter what I would like." Penny replied instead, lips pursing to prevent something more negative from passing them. "I will never have the opportunity to."
With the minimal light in the room available again, Lucy could see the drastic difference in her counterpart’s expression. How strained everything looked. Tired. She did her best not to look so concerned at the fact, but things pieced together easily. What damage she'd done had been more catastrophic than she had expected.
She kept a stoic front, because she had been so sure this girl was unshakeable. By her hands curled into the fabric at her shoulders, and she dragged the senator up to sit as she hauled herself up too.
"I don't have to kiss you in public to kiss you outside these walls." The thief pointed out. After all, she was incredibly adept at hiding.

With a set if dark eyes on her, Penny couldn't tell what she might see. There wasn't a reaction that the senator could place, and doe it she believed to be in the clear. A breath filled her lungs, but it provided little relief now that the thief chose to stay on the subject they stumbled upon.
"I cannot risk it." She replied, unable to help the way she was bothered by the fact. She leaned upwards slightly, beckoning the thief closer.
Her career would be ruined, without a doubt if anyone had the smallest hint of a scandal. It was no unknown fact that she wasn't wanted by her fellow senators, and surely they'd take advantage of anything they could find.
Lucy watched the way in which she leaned in a touch. Absolutely close enough to kiss and the thought was almost unbearable. She could feel the way she breathed in such proximity, and she immediately thought to let her hands wander to remove what she still wore.
"A girl can dream." She responded instead. Perhaps it would never be a reality, but it was working wonders to allow Lucy to better understand the jealousy. Her hands tightened instinctively on the fabric she held, pulling her even closer; "It's probably better that I didn't get a look at you." After all, she couldn't control herself at the best of times in this room.

Dreaming had nothing to do with reality, and though Penny had admittedly wished and felt jealousy over a public display of affection, she refused to let herself dwell on it or let the conversation progress much further. Perhaps thinking about it would just make it worse. Rather, she found herself caught up in the way she was pulled closer. Clothes were a rarity in this bed when she was in it too. They bothered the senator, and clearly the fabric irked Lucy, too.
"You would have loved the opportunity to try and throw me off guard, no doubt." Penny dismissed the thief's beliefs with a shrug of her shoulders. If it was better for anyone, it was likely the senator who felt scorned by it all either way.
Fingertips dragged up her thighs to her shirt, ducking under the material as she began to pull it upwards. "You like to push me."
When she felt hands on her form, Lucy didn't shy away from the request they made. She let go of the body she had pulled up with her, raising them enough to allow the shirt she wore to be completely stripped from her own body. That was within itself a message clear for their current conversation. She didn't fight her at all.
"Push you?" Lucy asked her then, tilting her head to the side a fraction; "How could anyone ever so that when you do all the pushing?"

Lucy moved easily enough, and for the may Penny was thankful for it. The shirt was lifted from the thief's form within moments, hauled off of the bed to send the material abandoned on the floor. Her hands were quick to returnto the ski. She has freed.
"I am a pusher." Penny confirmed easily. It was no news to the most hated member of the Senate. "But you are just as much so."
Lucy laughed a little when she was agreed with. She was so used to arguing with this girl no matter the situation that an agreement was something that surprised her enough to laugh. With the lack of clothing and the hands that took her form immediately, she rolled her shoulders back on instinct. Anything to try and remain comfortable in a moment that had started so hostile.
Her nails tracked against either side of her neck, from the base up into the line of her hair and slowly back down again.
"Oh, I'd push you whenever you want. Let me know next time you're out having dinner." She challenged, the corner of her mouth dragging into a grin.

A new lack of clothing had the senator's attention completely. Her fingertips skimmed along the length of her back, taking in the details she'd grown to miss after the few long days of going without the thief. Jealousy didn't wear well on her, but neither did affection, and the gentle contact was boarding it.
"Or perhaps you should learn to be more observant of her surroundings." Penny mused instead, the corner of her mouth rising as she leaned forward, lips pressing to the thief's collarbone. After her prior behavior, it seemed fitting to be the one to close distance further.
"What kind of legendary thief does not know what is happening around them?"
In truth, Lucy waited to feel herself be literally pushed. She knew it was only a matter of time before the senator grew impatient, and she felt the first of that sting by the way familiar lips brushed against her skin. It was practically searing, but she kept something of a decent front.
There was practically adoration in the new way those hands moved. She thought to make it worse, but was quick to leave those thoughts to the wayside. She couldn't let the both of them falter now, even if she had been the one to push so far in the first place.
"Oh, okay. I understand." Lucy replied then, nodding her head to the fact. If it could actually be called a kind of fact. The way this girl spoke, she seemed to believe everything out of her mouth was to be taken as obvious truth; "You want me to follow you."

Gentle contact was a first for the senator known for her rough exterior. A side she couldn't properly show, yet somehow it filtered through here in the privacy of her own home. In the privacy of company that managed to find her vulnerable. Whether the thief realized it or not, she had a certain power over Penny.
"You'd enjoy that far too much." Penny replied flatly. She couldn't possibly imagine it becoming a reality.
"The opportunity to see me trying to work though stone walls to get through to tge Senate. You'd get a laugh out of it no doubt."
